This is definitely true of London and especially true of the London Underground system. If you want to take dramatic lit interesting images in London then the Tube is one of the places to do it. In fact if you are in London and its a dull grey rainy day but you have the photography urge then why no spend a couple of hours riding some of the various Tube lines. You will definitely come away with a collection of interesting images.
